As per https://odishabytes.com/international-terminal-at-bhubaneswar-airport-to-complete-by-march-2023/amp/ the connector between the international terminal and current domestic terminal will be completed by March 2023. The link building will be used for international arrival and the international terminal will be used for international departure. As per https://timesofindia.indiatimes.com/city/bhubaneswar/bldg-linking-domestic-intl-terminals-atc-in-city-drome-next-mnth/articleshow/101009740.cms the building linking the domestic and international terminals should be operational by July 2023.

An earlier news item had mentioned that the link building will be used for international arrival and the international terminal will be used for international departure.
