As per https://newsroomodisha.com/odisha-cabinet-approves-proposal-for-leasing-out-land-for-establishment-of-svkm-university/ Odisha government has leased out 40 acres in Jatni to Shri Ville Parle Kelavani Mandal (SVKM) for a private university. Following is from that article:

“State Cabinet has approved the proposal for leasing out of land measuring to an extent of 40 acres in favour of Shri Vile Parle Kelavani Mandal (SVKM) Trust in the village Goudakashipur, Jatni, Bhubaneswar for establishment of Shri Vile Parle Kelavani Mandal (SVKM) University”, as per an official note issued by the State Government.
The proposed SVKM University will function as learning resource centre and will provide for national and global participation in higher education. Basing on merit, the said Trust will keep 30% of seats reserved for the underprivileged students of Odisha, it added.
The location "Goudakashipur, Jatni, Bhubaneswar" mentioned above is either part of or near Infovalley.
Note that Shri Ville Parle Kelavani Mandal [SVKM] (https://svkm.ac.in/) is behind the highly ranked (in business) NMIMS (Narsee Monjee Institute of Management Studies) deemed university.

From talking to some people at NMIMS Mumbai, it seems that this will be a campus of NMIMS Deemed University. Currently NMIMS (https://nmims.edu/) has campuses at Mumbai, Shirpur, Bangalore, Hyderabad, Indore, Navi Mumbai, Dhule and Chandigarh. Each of its campuses have multiple schools and not just a Business School.
For example, its Hyderabad campus https://nmims.edu/hyderabadcampus has the following schools:

Also in the initial phases, it would be good to be a campus of a reputed NMIMS Deemed University, as that umbrella will make it easier to recruit faculty, get good students, and find jobs for graduates.

... The campus will encompass educational facilities from Kindergarten (KG) to Postgraduate (PG) levels. The campus development and other facilities will be done in a phased manner with support from the Odisha government.
The cost of land shall be reimbursed to IDCO by the Higher Education Department with an initial investment of Rs 300 Crore for the first phase within 5 years of land allocation. SVKM shall bear expenses related to infrastructure development, repairs, renovations, landscaping, utilities, equipment, and human resources.
