ECOR shows the following 2023 map at https://eastcoastrail.indianrailways.gov.in/uploads/files/1687867686424-ECo%20Rail%20Map%20A0_23%20Dist.pdf
To minimize new construction it piggybacks on Khurda-Balangir line and Angul-Sambalpur line. In the process it skips Phulbani and passes through only a small part of Kandhmal district. Ganjam district gets a lot benefit as it connects Asika and Bhanjanagar.
The following map from https://www.youtube.com/watch?v=1BoK-2u32iU&ab_channel=Mirror shows it passing through Phulbani. It matches with the older 2022 ECOR map at https://eastcoastrail.indianrailways.gov.in/uploads/files/1654685316679-ECoRail%20Map%20A4_22.pdf .
