Following is from https://sambadepaper.com/imageview_13759_184841_4_71_16-11-2023_15_i_1_sf.html which says Odisha is the number 1 state in India with respect to revenue surplus. In 2021-22 it had a revenue surplus of 43,471 crores. That's more than $5 billion.
