It says: The District Library, District Museum along with other Components are present in the "Black Diamond" Project. Work is in Progress at the District HQ.

As per https://www.prameya.com/Worlds-most-advanced-library-and-museum-Black-Diamond-opens-today- the library has opened on 11th of December 2023. Its hours are 8Am to 5 PM and membership fees is Rs 150 per month and membership registration hours are from 3 -5 PM.
