As per https://www.telegraphindia.com/india/ashwini-vaishnaw-inaugurates-gopinathpur-nilgiri-balasore-railway-line-flags-off-memu-train/cid/1993546 Rail Minister "Ashwini Vaishnaw inaugurates Gopinathpur Nilgiri-Balasore railway line, and flags off MEMU train". The location of this 16 km line is shown below.

The Odisha government should facilitate development around this line (may be even make also a road parallel to it) and make this line as the first metro line corridor of this area with stops every 2-3 kms.
