Until know the only access-controlled highways under construction in Odisha was the segment of the Vizag-Raipur expressway that passes through Odisha.
The following news says Bhubaneswar-Puri highway will be a 6 lane access controlled highway (see also https://odishadev.odishasociety.org/forum-438.html ) and so is the Barbil - Chandikhole road.

In a letter to the National Highway Authority of India (NHAI) Regional Officer, the Odisha government’s Works Department has asked the concerned department to prepare a Detailed Project Report (DPR) of the above projects.
The officials have been asked to make a presentation before the Odisha Chief Secretary for finalization of the alignment and controlled access locations.
