A state of the art cancer hospital to be set up at NISER at a cost of 650 crores. Following is an excerpt on this from https://odishabytes.com/centre-to-set-up...ubaneswar/ .

The NISER has already allotted 17 acre of land while the Ministry of Skill Development and Enterpreneurship will provide 10 more acre for the cancer hospital. The Tata Trust will hand over the hospital after its construction to the Centre, Pradhan said.

The hospital campus will have quarters for the medical staff, hostels and accommodation for the relatives of the patients. A skill development centre will also come up for the medical staff of the hospital in the campus. The hospital is targeted to be completed in 3 years

For the 2022-23 admission NISER used a method so that they could admit all their students in one round. See https://www.niser.ac.in/admission2022/index.php . Following is the procedure they used.

7th July 2022 Email will be sent to all candidates in the merit list for collecting Expression Of Interest (EOI) for joining NISER.

13th July 2022 Last date for filling EOI form.
Interested candidates MUST fill the EOI form before 05:00 PM on 13th July 2022.
FAILING TO FILL THE EOI FORM WITHIN DEADLINE WILL BE CONSIDERED AS "NOT INTERESTED" AND CANDIDATE WILL NOT BE INCLUDED IN THE ADMISSION PROCESS.

Interested candidates MUST fill the EOI form before 05:00 PM on 13th July 2022.

FAILING TO FILL THE EOI FORM WITHIN DEADLINE WILL BE CONSIDERED AS "NOT INTERESTED" AND CANDIDATE WILL NOT BE INCLUDED IN THE ADMISSION PROCESS.

Admission queue will be uploaded on admission web page of NISER.

Email will be sent to 606 candidates (303 in UR, 162 in OBC, 90 in SC, 45 in ST and 6 in JK categories) based on merit from the admission queue to participate in the 1st round of admission. The email will contain a link to fillup the admission form online.

1st round Admission

The invited candidates are required to report in person at NISER campus, Jatani by 9:00 AM on 21st July 2022.

CANDIDATES FAILING TO REPORT BY THE ABOVE SPECIFIED TIME WOULD FORFEIT THEIR SEAT. CANDIDATES WHO FORFEIT THEIR SEAT IN THE FIRST ROUND WILL NOT BE CONSIDERED IN ANY SUBSEQUENT ROUND.

The candidates must bring the original docs/certificates for verification along with the hard copy of the filled in admission form. For the required document, refer to this website.
The first round admission queue will be prepared based on merit among the candidate repoting in person by 9:00 AM on 21st July 2022.
The candidates who do not get seats on 21st July 2022, will be asked to get their docs/certificates verified on the same day. Waiting list of these candidates will be prepared category wise for admission against vacancies. These candidates are not required to report in person again for admission.
Admission fees will be collected only from the candidates who confirmed seats.

In the first round all their seats except J&K (supernumerary) were filled. They posted a  waitlist in case a few back out. 

The semester fee at NISER is Rs. 9800 of which Tuition fee is Rs. 6000. (See https://www.niser.ac.in/admission2022/fee_structure.php) In comparison, the semester fee at IISER Pune is Rs. 53340 of which Tuition fee is Rs. 36,740 (See https://www.iiserpune.ac.in/storage/medi...f9ff53.pdf ) This is a distinct advantage NISER has over IISERs. 

In addition all students at NISER (who do not get another scholarship, such as INSPRE) and CBS get Disha scholarship from DAE if/when they maintain 6 GPA or above. See the video below. This alternative does not exist at IISERs or IITs. See video at https://www.youtube.com/shorts/eb_5L1S61Xk . Currently the Disha scholarship is Rs. 5000 p.m + Rs 20,000 a year.

Indeed some students backed out, they went through the first round waiting list and then a  second round was held. The second round general admission queue ended at rank 500. It appears all seats were again filled after the second round.

... Tata Memorial Centre is a grant in aid institution in the Department of Atomic Energy, Government of India. The hospital has branches in Mumbai, Navi Mumbai, Sangrur, Mullanpur, Varanasi, Guwahati, Vizag and Muzaffarpur.

This hospital will be built inside the NISER campus by Tata Trust under their commitment to the Odisha Government in partnership with Tata Memorial Centre, Mumbai.
