BHUBANESWAR:  The Centre has blamed the State government for the delay in completion of Talcher-Bimlagarh rail link project. Replying to questions from BJD MP Mahesh Sahoo and BJP MP Jual Oram, Union Minister of Railways Piyush Goyal said only the 20-km-long Talcher-Sunakhani section of the project has been completed.

He said work has been taken up in 23.5 km length from Sunakhani station (20 km to 43.50 km) and the State government has to expedite land acquisition and handing over of balance 916 acre land.

The Minister said the anticipated cost of Talcher-Bimlagarh (149.74 km) newline project is Rs 1,928 crore. An expenditure of Rs 839 crore has been incurred so far. While the budget outlay of Rs 140 crore was provided in 2020-21, only `10 crore provision is made for the 2021-22 fiscal.

He said regular meetings are being held with the officials of State government and authorities concerned to resolve the pending issues obstructing the progress of projects and ensure timely completion without cost overrun.

Meanwhile, the East Coast Railway (ECoR) has revised the deadline for the project to March 2023. When the project was sanctioned in 2003-04, the Centre had fixed 2012 as the deadline for completion.

ROURKELA: AMID visible signs of land hurdles ebbing away, the East Coast Railways (ECoR) expects to float a global tender on turnkey basis for the balance stretch of 101 km of the much-delayed Talcher-Bimlagarh new rail line by the end of 2023.

Against the total length of 149.78 km, only 26 per cent work is achieved with completion of 17.62 km from Talcher to Sunakhani while work for another 30.5 km till Khamar in Angul district is underway and expected to be completed by December 2023.

The Talcher-Bimlagarh new rail line would reportedly reduce distance between Rourkela and Bhubaneswar by 126 km besides boosting local economy and industrialisation.

It goes through 3 districts: Angul, Deogarh, Sundargarh

Angul district: 222.55 hector private land required (all is acquired); 82.08 hector govt. is required (77.581 hector has been acquired) - rest to be acquired by February 2024 end.

Deogarh district: 77.74 hector private land required - 23.07 hector is acquired rest to be acquired by February 2024 end.
32.96 hector govt.  land required  - 9.817 hector is alienated, rest to be acquired by February 2024 end.

Sundargarh district: 100.37 hector private land required - 70.905 hector is acquired and  rest to be acquired by February 2024 end.
55.89 hector govt. land - 27.37 hector is alienated and rest to be acquired by February 2024 end.

Tender up to Pallahara; The reaming tender from Pallahara to Bimlagarh will be done as a single unit.

Sources said after the safety approval by Commissioner of Railway Safety (CRS) for South Eastern Circle Brajesh Mishra, a newly-laid 9.77 km rail track between Sunakhani and Samal was commissioned on March 31. Earlier, 17.62 km track of the project from Talcher to Sunakhani was commissioned in January 2020. With this, 27.39 km from Talcher to Samal is ready for use out of the total project length of 149.780 km.

President of Sachetan Nagarik Manch Bimal Bisi said the next stretch of around 6.5 km of the Samal-Parabil block section is expected to be commissioned in June after the initial target of April. Separately, work is underway for the next stretch of 14.20 km between Parabil and Khamar. Similarly, earthwork, bridge and building construction activities are going on for the 19.3 km stretch between Khamar and Srirampur. Tender process is underway for a stretch of 9.475 km from Srirampur to Pallahara.
