Bhubaneswar: Odisha has been able to attract investments worth Rs 2.96 Lakh Crore in the Financial Year 2020-21 in spite of the COVID pandemic becoming one of the top investment destinations in the country.

In a major success to Chief Minister Naveen Patnaik’s Vision 2030 of making Odisha, the “Steel Hub of India”, the High-Level Clearance Authority today issued in-principle approval to 5 major industrial projects to the tune of Rs. 1,46,172 crores in the sector of Metal and Metal downstream. These five industrial projects are further expected to create 26,959 employment opportunities in the state.

The details of the five projects for which in-principle approval was accorded by HLCA are as follows:

Expansion of Bhushan Power and Steel Limited’s integrated steel plant from 5 MMTPA to 15 MMTPA against an investment of INR 55,000 crore to be set up in Rengali, Dist – Sambalpur, which will generate potential employment opportunities for over 10,000 persons.

Expansion of Tata Steel Limited’s Crude steel production from 3 MTPA to 8 MTPA, Hot rolled coil from 3 MTPA to 7 MTPA, 2.2 MTPA cold-rolled products and 2 MTPA long products against an investment of INR 47,599 crore to be set up in Kalinga Nagar, Jajpur, which will generate potential employment opportunities for over 4,625 persons.

Expansion of Jindal Steel and Power Limited’s 6 MTPA existing Integrated steel plant from the proposed capacity of 18.6 MTPA to 25.2 MTPA against an investment of INR 24,652 crore to be set up in Angul, which will generate potential employment opportunities for over 1,000 persons. This investment will take JSPL’s total investment to be Rs. 1,00,670 crore, making it the largest single location steel plant capacity in the world.

Expansion of Rungta Mines Limited’s Integrated Steel Plant from the proposed capacity of 2.85 MMTPA capacity to 7.55 MMTPA by adding capacity of 4.7 MMTPA against an investment of INR 11,001 crore to be set up in Jharbandh, District – Dhenkanal, which will generate potential employment opportunities for over 6,200 persons.

Expansion of Rungta Mines Limited’s Steel Plant capacity from 0.53 MMTPA to 3 MMTPA against an investment of INR 7,920 crore to be set up in Karakhendra, Keonjhar, which will generate potential employment opportunities for over 5,134 persons.

With this additional steel making facility of 28 MT, Odisha will gear up to achieve 100 MT Steel making capacity by 2030.

... It was decided that the institute would have advanced divisions in rock mechanics, rock excavation, mineral processing, extractive metallurgy, material testing, characterization, geology, environmental engineering, mining planning and design and the like.

It would have all the similar research facilities as ISM Dhanbad.

... The approximate budget requirement was estimated around Rs.42.50 crore.

  BPNSI - Biju Patnaik National Steel Institute

The Union Government has decided to shift the Biju Patnaik National Steel Institute (BPNSI) from Puri to Kalinganagar in Jajpur district, where a steel hub is in the making.

With Union Petroleum and Natural Gas and Steel Minister Dharmendra Pradhan harping on establishment of India’s first steel hub in Kalinganagar, shifting of the BPNSI, which is run by the Ministry of Steel, would be useful for the hub. For this, the Centre has requested the State Government to provide 50 acres of land.

The BPNSI was set up in 2002 for the development of steel sector with an emphasis on the secondary steel sector.

The institute had adopted a three-pronged approach, namely ‘Education and Training, Research and Development and Consultancy, to boost the steel sector.

category, State Government in collaboration with Ministry of Steel, Government of India is taking all possible steps to upgrade Biju Pattnaik National Steel Institute (BPNSI) to Degree Level Deemed University & to make it a Centre of Excellence. In fact, State Government have agreed inprinciple to the proposal ofMinistry of Steel, Government of India for setting up of a Steel Skill Centre at Kalinga Nagar Steel Hub by BPNSI. In order to develop skill amongst the local people so as to facilitate employment opportunity to work in Steel Industries, the proposal of Ministry of Steel, Government of India for “Steel Skill Training within the Steel Cluster” by BPNSI, has since been approved by State Government. The proposal of shifting BPNSI from Puri to Kalinga Nagar has also been approved.

BHUBANESWAR:  The Centre has blamed the State government for the delay in completion of Talcher-Bimlagarh rail link project. Replying to questions from BJD MP Mahesh Sahoo and BJP MP Jual Oram, Union Minister of Railways Piyush Goyal said only the 20-km-long Talcher-Sunakhani section of the project has been completed.

He said work has been taken up in 23.5 km length from Sunakhani station (20 km to 43.50 km) and the State government has to expedite land acquisition and handing over of balance 916 acre land.

The Minister said the anticipated cost of Talcher-Bimlagarh (149.74 km) newline project is Rs 1,928 crore. An expenditure of Rs 839 crore has been incurred so far. While the budget outlay of Rs 140 crore was provided in 2020-21, only `10 crore provision is made for the 2021-22 fiscal.

He said regular meetings are being held with the officials of State government and authorities concerned to resolve the pending issues obstructing the progress of projects and ensure timely completion without cost overrun.

Meanwhile, the East Coast Railway (ECoR) has revised the deadline for the project to March 2023. When the project was sanctioned in 2003-04, the Centre had fixed 2012 as the deadline for completion.
