Proposed:S-W: Sambalpur-Gopalpur new line

This line was sanctioned in the 2020-21 Rail budget. (See https://docs.google.com/spreadsheets/d/1...=450664064

ECOR shows the following 2023 map at https://eastcoastrail.indianrailways.gov...20Dist.pdf

To minimize new construction it piggybacks on Khurda-Balangir line and  Angul-Sambalpur line. In the process it skips Phulbani and passes through only a small part of Kandhmal district. Ganjam district gets a lot benefit as it connects Asika and Bhanjanagar.
