The pdf https://st.indiarailinfo.com/kjfdsuiemjv...762238.pdf dated 10th September 2024 is the latest document on station categorization and has the full list. ( Also attached here at https://odishadev.odishasociety.org/atta...hp?aid=725 ). 

It looks like Bhubaneswar missed becoming NSG1 by a whisker. To be NSG1 it needs:
Proposed Earnings of More than 500 Crore. 
OR
Proposed outward Passengers handled to be More than 20 Million.

Bhubanewswar's earnings is 493.34 crores. Vizag's is 564 crores. So Vizag made it to NSG-1, but Bhubvaneswar missed out.

The current NSG 1 list (from https://odishadev.odishasociety.org/atta...hp?aid=725) and its relation with Bhubaneswar is as follows:

The criteria for NSG 1 seems to be (i) Proposed Earnings of More than 500 Crore.  OR (ii)  Proposed outward Passengers handled to be More than 20 Million.
