Indian Institute of Skills are planned for (see https://www.msde.gov.in/en/schemes-initi...kills-IISs for the scheme)
Earlier an IIS Bhubaneswar, with an investment of 500 crores was announced in a speech, but looks like it got stalled. AIIMS Bhubaneswar executive director Dr. Ashutosh Biswas and IIT Bhubaneswar director Shreepad Karmalkar signed the MoU Tuesday evening at AIIMS.

Both the Institutes have agreed to extend collaboration in advancing research for public health applications like early diagnosis of disease and outbreaks, Artificial Intelligence and data analytics, biomedical engineering and technology, disease prediction modelling, digital health, development of tools, equipment’s and strategies for diagnostic and therapeutic use.

This endeavour will aid in finding solutions to the current challenges in the public health and patient treatment in the region. Application of cutting-edge technology into health care will have immense translational value in diagnosis and treatment of diseases, said AIIMS Bhubaneswar executive director Dr. Ashuotsh Biswash. The collaboration will focus on application of Artificial Intelligence with relation to various health disorders, Material development, App development, Wearable sensor development, Image based diagnostics, AI & Data Sciences enabled Smart health monitoring system, and Early warning systems among others, added Dr. Biswas.

... The Institutes will also focus on dedicated laboratory development. An advanced research Centre called “Center for Biomedical Engineering and Technology” which will largely include biomedical signal processing, advanced characterization, detector fabrication for imaging, additive manufacturing for designed materials, bio tracker and biosensor development for mental health care, is also planned under this collaboration.

... The Institutes also agreed to develop and offer joint academic programmes involving technology and healthcare as well as academic credit sharing mechanism. ...

Both the Institutes will focus on dedicated facility development and explore the use of advanced medical equipment for Artificial Intelligence enabled patient care services. This will provide Joint Academic Programmes that include short summer courses for MBBS and BTech Students. Also, research dissertation and Thesis work for Doctoral (PHD/MTech) Students. Patenting, product development, technology transfer, and Industry collaboration are other aspects that this collaboration will address. It will create research motivation among students using high end technology.

A bench of Justices MR Shah and Krishna Murari also imposed costs of ₹5 lakh on the appellant, Vedanta's Anil Agarwal Foundation, to be deposited with the Odisha State Legal Services Authority within 6 weeks.


That sounds like the end of the story of this effort. Reading through the judgment, one can see a series of mistakes made by the state government, while trying to do this in a hurry. For a project of this magnitude, and to be done by a controversial company, this should have been done extremely carefully. For that the government needed capable administrators supported by capable lawyers.

The 0.5 in Bhubaneswar+ and Mumbai is based on HBNI's rankings. While HBNI is HQed in Mumbai, its premiere institution NISER is in Bhubaneswar. 
ICT Mumbai also has a Bhubaneswar campus and appears in the top in Overall, University, Research and Engineering categories. However, we have not considered it above. See the thread https://odishadev.odishasociety.org/thread-96.html .

Quote:Ministry of Tourism promotes Seven Liberation destinations (Saptha Moksha Puri) of India by undertaking promotional campaigns in domestic and global markets.

Ministry of Tourism, inter-alia, promotes tourist destinations of India, including the Saptha Moksha Puri (Seven Liberation destinations), viz., Ayodhya, Mathura, Maya (Haridwar), Kashi (Varanasi), Kanchi Avantika (Ujjain), Puri (Odisha) and Dwaravati (Dwaraka, Gujarat), in a holistic manner. It undertakes promotional campaigns in domestic and global markets through electronic, print and digital media to promote the various tourist destinations and products of the country. Further promotions are also undertaken through the official web-site as well as through social media handles of the Ministry.

Further, Ministry of Tourism provides financial assistance under the ‘National Mission on Pilgrimage Rejuvenation and Spiritual, Heritage Augmentation Drive (PRASHAD)’ Scheme with the objective of integrated development of identified pilgrimage and heritage destinations   in consultation with the respective State Governments/ Union Territories (UTs).

Financial assistance is also provided under the Swadesh Darshan for the development of tourism infrastructure. The identification of sites is mainly the prerogative of the State Governments/UT Administrations. The projects are sanctioned subject to availability of funds, submission of suitable detailed project reports, adherence to Scheme guidelines, utilization of funds released earlier, etc. The Swadesh Darshan Scheme has been revamped to SD 2.0 for development of sustainable and responsible tourist destinations and Dwarka has been selected for development under SD 2.0.

  Tribal University in Mayurbhanj - IGNTU campus or an independent one

Indira Gandhi National Tribal University (IGNTU) HQed in Amarkantak (https://www.igntu.ac.in/) currently has a regional campus in Manipur ( https://www.igntu.ac.in/rcm.aspx ). There has been past efforts (https://pib.gov.in/newsite/PrintRelease....lid=123522 ) to have one of its campus in Odisha. 

Recently, a central team visited Jamsola in Mayurbhanj that is close to both Jharkhand and West Bengal border to explore sites for a regional campus of IGNTU. See the news items below.
