After achieving number one position at the national level in the implementation of the industrial projects during the last quarter of 2020, the state government has put 23 investment projects on a fast track with Chief Secretary Suresh Chandra Mohapatra resolving ground-level issues through a project-wise review.

Reviewing the progress of each project, Chief Secretary Mohapatra set timelines for each phase of activity. The concerned departments were asked to "adhere to the timeline scrupulously". Mohapatra also directed the project investors and project proponents to mobilize more men and machines for the early completion of the construction works.

According to a state government release, the advancement and bottlenecks of the projects in Keonjhar, Sundargarh, Mayurbhanj, and Jajpur districts were reviewed. The projects in Keonjhar district included Arcelormittal Nippon Steel India Pvt Limited, JSW Steel Ltd, Sree Metaliks Ltd, MSP Sponge Limited, Pro Minerals (Now under ESSEL mining), Jindal Steel and Power Ltd, and the establishment of IDCO industrial estate.

Similarly, the projects in Sundargarh district included JSW Cement, Dalmia Cement (Bharat) Ltd, Shree Hari Sponge Private Ltd, KAI International Private Ltd, Shiva Cement Ltd (Plant Area), Scan Steel Ltd, Agrasen Sponge Ltd, Adhunik Metaliks, Suraj Product and industrial estate IDCO.

The hotel project of Deo Residency, CJ Darcel Logistic Pvt Ltd, Saizar Logistics Ltd, and industrial estate of IDCO ongoing in Jajpur district; and, Anvil Cables, a project for the development of new industrial estate under implementation in Mayurbhanj district were also reviewed in the meeting.

The investors and project proponents placed their problems. Mainly the issues relating to advance possession of government land, operation of truck unloading station at Dubuna, issue of NOC under forest rights Act, the permission of enhanced stacking of iron ore, road connectivity, water supply, allotment of non-forest government land, approach road, ore supply, power connectivity, issue of fore No Objection Certificate (NOC), land acquisition for IDCO industrial estate, issue of consent to operate certificate, law and order matters arising out of the activities of mal-intentioned people and, land acquisition were thoroughly discussed and resolved, the state government said. The first one is a direct mention:

a. Kochi Metro Railway Phase-II of 11.5 km at a cost of `1957.05 crores.
b. Chennai Metro Railway Phase-II of 118.9 km at a cost of `63,246 crores.
c. Bengaluru Metro Railway Project Phase 2A and 2B of 58.19 km at a cost of `14,788 crores.
d. Nagpur Metro Rail Project Phase-II and Nashik Metro at a cost of`5,976 crores and `2,092 crores respectively.

Trust has entered into an MoU with KIIT and accordingly KIIT has provided requisite land at the prime location of Bhubaneswar (Patia).

This apart, the KIIT will also bear 40% of the cost of the infrastructure of the proposed campus of 1.5 lakh sq. feet area.

Indian Institute of Law will administer and run various programmes for Continuing Legal Education, professional skill development programmes, refresher courses, and learning courses for Alternative Dispute resolution methods viz. Mediation and Conciliation. Under various centers of learning; it shall undertake research in all aspects of law, justice and social development.

It shall publish case books, periodicals, digests, magazines, newspapers etc. (both in hard copy and soft copy through online and offline means) on various law subjects for Lawyers undergoing legal training and Legal education for the purpose of Continuous Legal Education.

The Institute shall organize and conduct seminars, symposiums, Training programs for Advocates, Academicians and Judges.

It shall collaborate with National Law Schools, other good Universities, Professional Bodies, The Judiciary, Government Departments and NGOs from within and outside India, and with different Bar Associations, State Bar Councils and Institutions of Eminence in India and abroad or other organizations connected with legal work for advancement of its objects.

The IIL shall have the following units at the initial stage :

(i) Academic Staff College (ASC)
(ii) School of Continuing Education (SCE)
(iii) IIL Training Centre (IIL-TC)
(iv) Center for Legal Aid (CLA)
(v) Bridge courses for Foreign Degree-holders.

The IIL will constitute General Council, Executive Council and Academic Council and will have adequate representation from the Higher Judiciary, Government, Ministry of Education, UGC, Academicians, Senior Members of the Bar, the Chief Justice of Odisha etc.

Bar Council of India shall be carrying out all the programmes of the Institute on its own for the initial 3 years.
